It's just a warning telling you what it estimates what temp your heater could reach in a fault situation. It's up to you to decide if you've mitigated the potential enough. Options are thermal cut outs, using a lower powered heater, or just rolling with it and installing a smoke detector, or not. Entirely up to you.

I do not understand my problem. is it overheating? the walls are deformed! I have bug end blobs
I print 200° for PETG and I still have the plastic completely soft!

The warning is just telling you what could happen under fault conditions. It's nothing to do with your print issues.
The problem with your print is that it is so small that one layer hasn't set before you print the next later. This is a very common problem when printing PLA and I think it may be even worse with PETG. Solutions include:
- Print 2, 3 or 4 of those parts at the same time, so that while one is being printed the others get a chance to cool down
- Use the "Minimum layer time" or equivalent feature in your slicer to slow down printing of small parts
- Use a slower print speed
- Use more print cooling
