faulty magnetic assembly?

I've just bought an apparently 100% genuine and unused magnetic filament monitor kit on ebay. Slightly unexpectedly it turned up as a v1 magnetic assembly one (the listing photo was a v2 magnetic assembly, but hey-ho).
However, the ring magnet rotates freely on the brass shaft. I thought maybe I was imagining it, so I put some dots of sharpie marker on:

It seems to me there's no point proceeding to try and assemble this, because if the magnet rotates independent of the hobbed assembly it's just not going to work. I assume that's so?
Next question - is there any way to buy just the magnetic assembly? (I suspect not, but worth asking...)
