connect 2 units of Tool board 1LC to a tool distribution board

Hello,
I am trying to connect 2 units of Duet 3 Tool board 1LC to a tool distribution board.
And when I configure the 2 panels using REPRAP, I can only connect to panel 1, and the other panel does not connect,
When I send a command to heat heating element 1 only, both heating elements heat up.
Each individual board works normally, but when I connect the two boards I get this problem.
what could be the problem ? -
@Ohad have you set the boards to use different CAN addresses?

yes, Now I connect the tool distribution board to the Duet 3 Mainboard 6HC using the RJ11 connector to the CAN-FDx2 connector
