I tried to search a bit for my question but came up empty
Would it be possible to only run the fans when either heaters are active or when steppers are enabled plus 3 mins after they go off?

You could control the electronics cooling fan thermostatically based on the hot end temperature. That should have approximately the effect you want.

i would glue the thermistor to the underside thou as it would be hotter than the top of the chip

I stuck it to the top because when the fan comes on, I blow cold air on the underside. If the thermistor were stuck to the underside, it would sense that cold air and turn the fan off prematurely.
