Always on fan issues

I have a small issues I have noticed whilst changing a few bits of my hotend, I have a fan that was cooling the stepper drivers but for some reason it is not working, I have checked both fans (extruder and driver) in the same position on the wifi board (closest to the edge of the board) and none of them work in that position if I move them over 1 spot they work perfect.

It's worth checking the soldering of that fan connector on the back of the board, in case it hasn't been done properly.
