Yes just connect the SSR control terminals between +5V and PS_ON.

Switching PSUs are not significantly inductive so do not require a varistor.
If you use a mechanical relay instead of an SSR, you must connect a flyback diode in parallel with the relay coil, otherwise you may damage the PS_ON output.

You will need to power the relay board from +5V (or 12V, or whatever voltage it needs) and ground too. I presume that's what J5 is for, although the schematic for that part doesn't make sense.
