Purpose of heat.heaters[1].monitors[0].condition ?

What is the purpose of heat.heaters[1].monitors[0].condition ?
Seems to return "tooHigh" regardless of current temp
Likewise the purpose of echo heat.heaters[1].monitors[0].action is not immediately apparent. -
RRF allows you to define multiple conditions and actions for heater protection/monitoring. See M143.
