disable fan blip in firmware?

I'm on the new RRF3 and after much tinkering, I got the machine printing happily. One issue I havent been able to stop out is the lighting. I have it declared in my config.g like below, but when I try to push the slider up from zero, the LEDs flash bright then land at the appropriate brightness. I'm assuming this is for spinning up stubborn fans. How do I disable this?
