You've got H1 on all of the fans. So that means they would all be tied to heater 1.

https://duet3d.dozuki.com/Wiki/Connecting_and_configuring_fansFan 0 is typically the part cooling fan, so you would want that to use H-1 to disabled thermostatic control.
Fan 1 is recommended for the hotend fan because it will turn on automatically at power up incase the hotend is hot during a power cycle. In that case H1 might be correct if your hotend heater is defined as heater 1. Heater 0 is typically the bed heater.
Fan 2 can be used as a case fan or whatever you want.
So which fans do you have plugged in where?
Can you post the rest of your config.g so we can see which heaters are defined where?

@ohluckyirish right, so you could swap the fan at the connector to have fan 0 as the part cooling fan.

Sure. DWC stands for duet web control. It's the web interface to control the duet.

So just to confirm you've switched the fan connections on the board and have made the configuration change I posted?
You could test the fan by connecting it to the always on fan header.
Also double check that you have the fan wires connected to the right pins. Positive and negative.

How are you powering the Duet right now, USB, or DC power supply?
If PSU, what voltage, 12v or 24v?
What voltage are the fans?
Can you test the fans by powering them directly from a DC PSU?

What voltage are you getting at always on sockets?If you have a Duet 2 there is a fan fuse, is it blown?

all my fans were working fine before i upgraded to the duet board.

Check your fan fuse.
Check voltage at the fan fuse to see if you have PSU voltage. (one lead on the fuse top, one to ground on the PSU)Double check your polarity.

which position should the jumper be in ?

@ohluckyirish it looks like you have a 12v power supply so if your fans are also 12v you would bridge the vin and vfan pins with the jumper to feed the fans 12 volts.
