The first things I would do is make sure the bed is clean (glass cleaner), carefully check that my extruder barely touches the bed at zero (I see you have a probe, maybe recheck the Z offset). If you raen't using that for mapping, make sure the bed is level across and at all 4 corners. These are the things that always bite me, not Cura or Simplify (have not used the others in a long time).
Of the settings you have that I think significantly differ from mine are that I use a bed temp of 50 C. I also use a thinner first layer, 50% or 75%.

p.s. Not sure what the object was. I don't usually use rafts, I try to design my way around them. I do always use a skirt to help make sure the extruder is pumping well before it prints the first layer.
