M405 support (dynamic filament measurement and extruder speed adjust)

M405 in combination with M404, would be very handy. just bought 3 rolls of china-sourced "high" quality PLA and the diameter goes to 1.6mm 1/2 way through the spool. 1.75/1.6 = 9% but squared (for area) is a TWENTY percent variation. not having to worry about this - particularly on large objects where the diameter could potentially signifncantly change during printing - would be really good.
