Momentary switch with a Solid State Relay
-
I wired up a Duet 3 with Momentary Switch to start the board to a solid State Relay to start the board and then the ATX PS_on holds it on once the config loads. Issue is I have the tethered configuration and I have to wait for the PI to boot to let go of the Momentary switch. Is there any way to get the Duet to take over controlling the Solid state sooner?

If you will not find a good solution, you can try adding a timer relay? That is, you press the button momentary and the timer relay holds power for X seconds until the system boots up.
E.g. https://www.amazon.com/GRT8-B1-12V-240V-Delay-Relay-Indicators/dp/B07L6BYP8D (I performed a brief search, not sure this is the right for you).

Disconnect the RPi and run in stand alone mode.

Use a pull up resistor on the atx output pin?
