[CNC] [RFC] M3/M4 only for active tool?

Is it desirable for a CNC machine that has multiple spindles (e.g. a tool changer that changes complete tool heads or has a revolving tool head) that
M3
/M4
can only control the spindle if the assigned tool is also active?
If yes, should this then also stop the spindle if this tool will be deselected?Or the other way around: is there a need to have a spindle that is currently not the active tool to be controlled by
M3
/M4

If M3/4 ran macros m3.g/m4.g then this machine specific behaviour could be programmed in g-code for each machine?
