Change proposal : simple filament monitor delay feature

I would like to propose a change to the SimpleFilamentSensor. I would like to add a delay to its configuration parameters. I propose to add the following parameter :
-Bnn : time(ms) to wait before a triggering a filament error. Default: 0ms

I will use this parameter in the SimpleFilamentMonitor class. The default behavior won't change, since the default value is 0ms. This configuration can mitigate the false positives that we can sometime observe with optical sensor.
